If that doesn't explain it, can you provide a screenshot or recording showing you putting the item on the Pasteboard and it not showing? Perhaps there's something else going on. Did you create the document in Publisher on your iPad, or did you create it using Designer on iPad or one of the desktop apps?
I am curious why you are not seeing items in the Pasteboard. But none of that seems to exist in Publisher.
